Eligibility in this program is determined by a site visit. Participants are eligible for the rain barrel and rain garden once the barrel or garden has been installed and confirmed by program staff. As a participant, you must also sign a commitment form to ensure that the pollution control measure remains installed and maintained.

We provide the labor and all parts to safely direct the stormwater runoff from your roof to a grassy or landscaped area on your property. Not sure if you are connected? Check here.
Rain Barrels – $25 off any rain barrel or cistern that is installed on a connected downspout plus FREE installation!
Rain barrels built by program staff with post consumer 55 gallon food grade plastic drums are available for program participants for $50. When we come out to disconnect your downspout, we will install your rain barrels for free. We elevate the barrel off of the ground using multiple cinder blocks. If you choose, you may purchase other materials ahead of time to make your stand. (Please note that Baltimore City requires rain barrels to be elevated).
You can also choose to receive a rebate of $25 for each rain barrel purchased from other providers. To qualify, participants must provide a copy of the receipt for the rain barrel and allow a program representative to come to the property and document the barrel location.
Why install a rain barrel? Rain barrels reduce stormwater volume and provide a source of non-potable water for on-site irrigation needs during dry periods.

Rain Gardens – Half off the cost of rain garden design and installation, up to $500
A residential rain garden can cost anywhere from $900 to over several thousand dollars. Each garden is designed to accommodate site specifications, and is priced on a case by case basis.
Rain garden design and installation can be commissioned through Herring Run Watershed Association. Participants can also choose to have a portion of the cost of design or installation by another rain garden design or installation reimbursed through the Downspout Disconnection Program. To qualify for a rebate on a garden installed by a contractor other than HRWA, participants must provide a copy of of relevant receipts and allow a program representative to come to the property and document the garden location.
Why install a rain garden? Rain gardens use native plants and porous soils to promote ground water infiltration and prevent stormwater runoff. A rain garden is planted in a low lying area in your yard and adds to the beauty of your property.
